Project Fund

A Project Fund is a form of financial assistance through which an organization or a private entity allocates or grants funds to a third party in order to support the implementation of a specific project.

 

The German Government, through its financial cooperation (KfW), has provided a project fund of €4,000,000, managed by FSOA, to support the Sustainable Management of Reserves Project in Northern Benin (PGDRB).

 

The objective of the project is to strengthen the institutional capacity of the National Center for Wildlife Reserves Management (CENAGREF) in order to improve the management of national parks, particularly in the areas of administrative and financial management, conservation activities, as well as ecological monitoring and surveillance. The six components financed by the PGDRB are:

 

  • Professionalization of the administrative and financial management of the FSOA Executive Directorate;
  • Strengthening the governance bodies of FSOA;
  • Monitoring the management of the investment portfolio and mobilizing additional funding;
  • Implementation and monitoring of operations supporting the Protected Areas of Northern Benin;
  • Advisory support in governance and management of Protected Areas in Northern Benin;
  • Promotion of FSOA’s expansion to adjacent Protected Areas within the WAP complex.

Specific Objectives of the Project

 

Les objectifs spécifiques du Projet sont :

  1. Capitalizing the Niger Window with an endowment fund of €20 million to generate investment income that will ensure the sustainable financing of the management of W National Park and its neighboring reserves (Tamou, Dosso, and the Giraffe Zone);
  2. Operationalizing the “Niger” funding window, while awaiting the returns generated by the endowment fund (capital accumulation phase), through a Project Fund. This fund will finance, in accordance with FSOA rules: activities directly benefiting W National Park–Niger, its neighboring reserves and surrounding communities, the operational costs of FSOA, and technical assistance to FSOA.

 

In addition to these project funds provided by the German Government through KfW, FSOA has also received support from the French Development Agency (AFD) and the French Global Environment Facility (FFEM). This support was formalized through a financing agreement signed on 6 April 2023 to implement the Support Project for FSOA (PASOA). The project, with a total budget of €12 million (approximately 7.9 billion XOF) over a four-year period, is structured around the following three components:

  • Component 1: Regional cooperation for the strategic governance of the WAP complex;
  • Component 2: Mobilization and management of financial resources;
  • Component 3: Development of peripheral areas of W-Benin and reduction of conflicts.
