Role of the Investment Committee (IC)
The Investment Committee (IC) reviews proposals related to the financial management of assets, ensures that investments comply with FSOA’s investment policy, and monitors financial performance on a quarterly basis through reports from the Asset Manager. It provides technical recommendations both to the asset managers and to the Executive Directorate, and proposes adjustments or harmonization of investment policies where necessary.
Composition of the Investment Committee
The Investment Committee is composed of: Two or three members of the FSOA Board of Directors, one of whom serves as Chair; Co-opted experts who support the Committee members in carrying out their tasks; The Executive Director of FSOA, who serves as Secretary of the Committee.
Functioning of the Investment Committee
The Committee holds at least four meetings per year, including two in-person meetings and one by teleconference, to review the quarterly report of the portfolio manager. Additional meetings may be organized by telephone at the request of the Committee Facilitator (Financial Expert), with a proposed agenda addressing any issue considered important for FSOA’s investment portfolio.
The FSOA Board periodically reviews the Investment Policy, appoints the Portfolio Management Advisory Firm, and evaluates it at least once a year to assess investment performance, possible changes in asset allocation, and allocations of assets not directly managed by the advisory firm.
Each year, the Investment Committee determines the indicative amount of funds available and makes recommendations to the Board of Directors, which decides on the allocation of funds among: the “Protected Areas (PA)” window, which receives the largest share; the “Small Grants” window; the operating costs of the Executive Directorate; the operating costs of the governance bodies; possible reserves and provisions.
