Protected Areas within the WAP Complex are the main beneficiaries of WASF grants. They are represented primarily through public institutions responsible for the management of Protected Areas—such as CENAGREF in Benin and OFINAP in Burkina Faso—which also serve as the representatives of the respective States on the site. The Protected Area Manager and their team are responsible for strategic planning at the park level (management plans and work plans) as well as operational planning through Annual Work Plans (AWPs).

 

FSOA also provides sustainable financial support to private or non-governmental organizations engaged in conservation, including NGOs, community associations or cooperatives (AVIGREF), and in some cases academic and research institutions.

 

The W–Arly–Pendjari (WAP) complex covers approximately 50,000 km² of classified and adjacent areas (intervention zones) distributed as follows:

 

BENIN : 43%
BURKINA FASO : 36%
NIGER : 21%

Eligibility Criteria for FSOA Grants

Protected Areas within the WAP Complex that have an official protection status are the only targets of FSOA funding. The primary criteria used to prioritize beneficiary areas include:

  • Biodiversity richness;
  • The condition of the site and the threats it faces;
  • National status and international designations;
  • The status (management autonomy) and capacity of the managing institution;
  • The actual funding gap, defined as the difference between the Annual Work Plan and Budget and the budgets allocated through national finance laws and contributions from Technical and Financial Partners (TFPs).

Beyond the prioritization of areas, the FSOA grant program policy and procedures establish specific eligibility criteria. To be eligible, applicants (such as CENAGREF and the National Park Directorates), which are the institutions managing the sites, are assessed based on seven good governance criteria, reflecting their level of performance in conservation and co-management. Applicants to the “Small Grants” window must: Be legally recognized, based on official documents issued by the competent authorities of the State Parties; Demonstrate at least five years of experience in managing similar projects; Show clear motivation and proven capacity to implement the proposed project or activity.
